I can understand why Double Siliwangi was done. IJN DD Smoke sucks but it's not as bad as German ones. Few charges, short action, dispersion time. It's good for what RN DDs try to do for themselves but not in a team support role. You get lots of charges and a fast reload, but the smoke drops for a pitiful amount of time and the dispersion time is short (bad). RN DD style of Smoke will be bad for this work. USN DD style of Smoke has awesome Action and Dispersion times, but the 160 seconds reload and 3 charges are a concern. Lo Yang is more known for being an anti-DD specialist but the Smoke + Hydro combo is potent for this Division. Mediocre torpedoes (9.1km torpedo module is weak in damage Strong torpedo module only goes 6.7km). Hydro is same as Silliwangi's, Smoke is USN DD style. Tier VIII Premium Lo Yang - Benefit of Smoke + Hydro. Tier VIII Benson & Premium Kidd - Smoke but no Hydro. Tier VIII Premium Siliwangi - Benefit Smoke + Hydro.
